Allow reloading config. file

Saying Yes here will compile the necessary code to reload config file. Each time you pass +RELOAD_CONF argument to lidsadm, LIDS reload /etc/lids.conf and reread dev/inode numbers of special programs (/sbin/lidsadm and every program you allow to do something LIDS forbid)

If an error occur during the reload phase, the kernel does not panic as it does at startup, because it considers that you see the error immediately and correct it.
